2003 dodge neon gauge needles go from 120 to 90 to 60 to 30 then too 0?

When you turn the ignition on nothing happens but when you go to crank the car up the tachometer and speedometer both max out then go down in increments the speedometer goes all the way too 120 then too 90 then too 60 then too 30 then to 0. It only happens sometimes other times you can crank it up and it wont do it (it has either a bad TPS sensor or a idle air control valve bad) not sure if that has anything too do with it?......anyone got any ideas why it could be doing this?
