Do yellow jackets eats petunias?

I have flower boxes and something is eating all of the flowers off the stems and eating holes through the leaves. There are no other insects or fungus or anything around or on the petunias except yellow jackets constantly flying and landing on the flowers. I've sprayed two different insecticides, but the wasps keep coming.
