What was the name of that show on nickelodeon with the talking dog?

It was a few years ago. It is NOT cat dog. It was about a kid (he had like a tuft of blue hair) and his dog which was smarter than him. He could read and write. Wasn't it like, Cornelius and Bernie or something? I can't find the intro anywhere.
