Why has The United States of America a higher infant mortality rate than communist Cuba?

According to the CDC, the high numbers of infant mortality in the U.S. are found among low income and minority groups. The number of infant deaths among African Americans is DOUBLE the rest of the U.S. population. It doesn't take a genius to figure out that although the U.S. has the most advanced medical technology in the world, it is of no use to people who cannot afford access to it. Have a star.
